A healthcare account BPO job description and a financial account BPO job description are the two most-searched versions of the same question: what will I actually be doing on this account, and what does it pay compared with an ordinary customer service seat. The board can answer both from the employers' own words. On 5 October 2026 the BPOAI job board carried 819 open positions across 596 listings from 25 employers. Thirty-nine of those listings, 41 openings from 10 employers, put a healthcare account or a healthcare role in the title or the first lines of the description. Thirteen listings, 17 openings from 6 employers, name a financial account: consumer banking, collections, mortgage and lending, life insurance, loan fraud, loan processing. A further 102 listings are finance and accounting back-office roles, accounts payable and receivable, bookkeeping, tax, and those are a different job that the accounting BPO page covers. This article reads the 39 and the 13 line by line: the four jobs inside a healthcare account, the duties on a financial account, the law each one trains you on, the shift pattern, the experience bar, and what each pays against the all-industry customer service figure.

What a healthcare account is, and the four jobs inside it
In BPO English the account is the client whose customers you serve. On a healthcare account that client is, on this board, almost always American: a health plan (the payer), a clinic, hospital or home-care agency (the provider), a durable medical equipment supplier, or a software company that sells to practices. The 39 healthcare listings sort into four jobs, and the healthcare account BPO job description changes with each.
- Front-line, 18 listings, 19 openings. Patient-facing voice and intake work: customer service representatives on a healthcare account, patient care representatives, patient intake and scheduling coordinators, medical schedulers, a healthcare support representative, an inbound representative on a home-care account.
- Back office, 14 listings, 14 openings. Claims, medical billing, prior authorization, revenue cycle management, case management, Medicare appeals review, and one research role on Affordable Care Act plans. No patient on the line for most of the shift; providers and insurers instead.
- Clinical, 2 listings, 3 openings. Registered nurses, one in quality assurance, one in an active pool, both at Clark Outsourcing in Angeles City, both asking for a licence and one to five years of clinical experience. These are nursing jobs inside a BPO, not agent jobs, and this article leaves them there.
- Leadership, 5 listings. A healthcare team leader, an on-call supervisor, a team lead for US healthcare billing, a team lead for a healthcare account, a medical scribes team lead. The step up from the front line that the team leader pay article prices.
ISTA Solutions in Makati and Mandaluyong posts 19 of the 39, Clark Outsourcing 8, and the rest come one or two at a time from Infinit-O, Atticus Advisory Solutions, Concentrix, Acquire BPO, SPLACE BPO in Davao, SuperStaff, OutForce BPO and The Back Room. Twenty-three of the 39 say night shift in so many words; 33 are on site, 5 remote, 1 hybrid.
The front-line healthcare account job description, in the employers' words
ISTA's Customer Service Representative, Healthcare Account listing in Makati is the clearest single statement of the job: "Respond promptly and professionally to customer inquiries through inbound and outbound phone calls. Process patient orders for DME supplies and coordinate delivery confirmations with patients. Follow up with healthcare providers by sending authorization requests, order forms, and clinical documentation via email and fax." The metrics are named too: "Attendance, Average Handle Time (AHT), Quality Assurance (QA), and Orders Processed". That is the generic agent job the call center agent job description describes, with a patient, a provider and an insurer where the telco customer used to be.
The Back Room's Healthcare Support Representative in Clark adds the records half of the work: "Accurately gather and input demographic information into electronic medical records", "Strictly adhere to HIPAA (Health Insurance Portability and Accountability Act) policies", and "Recognize appropriate instances for escalating calls to physicians, practice managers, or triage nurses". It asks for "Minimum of 2 years of experience in a medical or healthcare setting (preferred)". Clark Outsourcing's Inbound Customer Service Representative supports "a US-based home care account" on a 4:00 AM to 1:00 PM Philippine shift, "Handle caregiver call-outs, late notifications, service inquiries, and other after-hours concerns", and is "a purely inbound role with no sales, cold calling, recruitment, lead generation, or routine outbound calling". It takes a "Senior High School graduate, college undergraduate, or graduate" with one year of experience "preferred".
Scheduling is its own sub-trade. SuperStaff's work-from-home Patient Intake and Scheduling Coordinator will "Collect complete and accurate patient demographic and insurance information", "Obtain insurance cards from patients and verify acceptance prior to scheduling" and "Schedule patient evaluations and follow-up appointments up to 4–6 weeks in advance". Infinit-O's Customer Experience Associate (Patient Scheduler) in Pasay goes further into the money: "Perform real-time insurance eligibility checks, obtain prior authorizations, and communicate estimated out-of-pocket costs to patients", and asks for "College-level education or a College Graduate", one to two years "in a inbound healthcare account", "Proficiency in medical terminology and a strong understanding of ICD-10/CPT coding basics", with Epic experience "Highly preferred". SPLACE BPO's Patient Care Representative in Davao wants "B2 proficiency or higher" in English and "Experience using Electronic Medical Records (EMR) systems".
The back-office healthcare job description
The back office is where the healthcare premium lives, and the duties are specific. ISTA's Back Office CSR, Healthcare Claims: "Process and follow up on insurance claims. Review Provider EOBs and identify billing discrepancies. Investigate and resolve denied claims. Contact insurance companies regarding claim status, payments, and denials." Its Medical Billing Specialist: "Verify patient insurance coverage and process insurance claims efficiently", "Create, submit, and track insurance claims and appeals". Its Prior Authorization Specialist and Authorization Associate share one list: "Process Initial or Pre-Authorization via Phone or via Email", "Communicate to insurance providers for authorization determination", "Process verification of members benefits", "Review Members clinical records". Its Revenue Cycle Management seat posts cash: "Process and post cash receipts accurately and timely", "Review aging accounts and identify items requiring follow-up".
Two listings show the top of this ladder. Concentrix's Clinical BP_2026 in Pasig will "Review, evaluate, and process appeal requests for Medicare members in compliance with CMS regulations and organizational protocols" and "Collaborate with onshore payer nurses and Independent Review Organizations (IROs)". Acquire BPO's Solutions Researcher in Eastwood is "the back-office detective behind U.S. Affordable Care Act (ACA) individual health insurance plans", and the listing is careful to add: "This is not a sales role. You won't be recommending plans or giving legal or medical advice."
The vocabulary the 39 listings assume you know
Twenty-six of the 39 listings use the word member, 21 patient, 19 provider; 13 mention insurance verification or eligibility, 13 an EMR, EHR or Epic, 12 authorization, 10 claims, 5 EOBs or denials, 3 Medicare, Medicaid or CMS. Learn these before the interview, not in training.
- Payer, provider, member. The insurer, the clinic or doctor, and the insured person. Most healthcare accounts serve one of the first two and talk to all three.
- Eligibility and benefits verification. Confirming that a patient's plan is active and what it covers before a service is booked. The first task on nearly every intake listing.
- Prior authorization. The insurer's approval, obtained before a procedure or supply, without which the claim will be denied. ISTA has four listings doing nothing else.
- Claim, EOB, denial, appeal. The bill to the insurer; the Explanation of Benefits the insurer sends back; the refusal; the challenge to the refusal.
- EMR, EHR, Epic. The patient-record systems. Epic is the vendor Infinit-O names.
- ICD-10 and CPT. The diagnosis and procedure code sets on every claim; "coding basics" means reading them, not assigning them.
- Medicare, Medicaid, CMS, ACA. The US federal programme for people over 65, the state programmes for people on low incomes, the agency that runs both, and the 2010 law behind the individual insurance market. DME is durable medical equipment; RCM is revenue cycle management; HMO is a health maintenance organisation, a type of plan.

What a financial account is, and the jobs inside it
On a financial account the client is a bank, a card issuer, a lender, a collections agency, an insurer or a broker-dealer. The customer-facing financial seats on the board today are fewer than the healthcare ones, 13 listings and 17 openings, but they span the whole vertical.
- Acquire BPO, Agent - Voice and Non-Voice, Eastwood, Quezon City, 2 openings. "Night Shift | Onsite | Full-Time." The brief: "Build your customer support career in a financial account where accuracy, care, and clear communication matter", "respond to financial inquiries, and help resolve account-related concerns with professionalism and attention to detail". No experience line.
- Genpact, Sr. Associate - Customer Care - Collections, Alabang. "Reach out to customers with overdue accounts using phone, email, and letters to initiate collections. Negotiate repayment terms and settlements in accordance with company policies." Then: "Monitor accounts for overdue payments, delayed settlements, credit irregularities, or unapplied items" and "Investigate and resolve" disputes. Its sister listing, Senior Associate - Mortgage, Lending and Banking, carries the same collections duties on a mortgage account, "Dayshift", "Open for HS/SHS graduates", with "24 months BPO experience in Mortgage, Lending and Banking", and is "only open for External Referrals".
- Genpact, Associate - Consumer Banking, 2 openings. "Handle basic banking support tasks such as updating records, verifying documents, and assisting with customer queries." The qualifications list bachelor's degrees in Commerce, Economics and Finance, and the certifications list opens with Certified Anti-Money Laundering Specialist.
- Bill Gosling Outsourcing, Agent, Fraud Specialist, Manila. "You will interact with potential borrowers to provide clear guidance throughout the document requirements process, answer questions regarding income verification and timelines, all while safeguarding the customer's identity." Duties: "Analyzes loan applications for fraud in a production environment", analysis of "database records/KYC documentation, external search engines and open-source websites", "Contact clients via phone and/or email to validate transaction activity". No experience requirement stated; "extensive paid training".
- DXC Technology, Customer Service Representatives - Life Insurance, Taguig, 5 openings across three listings including a French bilingual seat. "Execute business process transactions, focusing on accuracy and adherence to procedures", "Bachelor's degree in a relevant field or equivalent combination of education and experience", "Typically, 2+ years of relevant work experience". DXC also lists a remote Registered Representative requiring a "Valid Finra License series 6 and 7", which is licensed US securities work done from Taguig.
- ISTA Solutions, Back Office Support, Financial Account, Makati. "Process Loans and enter data into client systems and tools", "At least 1 year BPO experience", "Financial account experience is a PLUS", night shifting, with the same 21K signing bonus ISTA puts on its healthcare seats.
- Acquire BPO, Lending Specialist, Quezon City, phone sales qualifying "new loan enquiries" from Australian and New Zealand small businesses; and SPLACE BPO, Client Success Support, Davao, which wants "2+ years of experience as B2C CSR for any financial campaigns".
Six leadership listings sit above these: a retention and collections team leader at Acquire, a life insurance team lead and an insurance BPS leader at DXC, a collections strategy and dialer manager at Foundever, and a collections supervisor and manager at iQor in Clark, whose own agent listings say the floor "Takes inbound or placing outbound collections calls". The financial account, in other words, is often a collections account.
The vocabulary on a financial account
- Collections, settlement, payment plan. Contacting people who are behind, agreeing what they will pay and when. Genpact's listing is the template.
- KYC and AML. Know Your Customer and anti-money laundering: the identity and source-of-funds checks Bill Gosling's fraud seat and Genpact's banking seat name.
- Dispute and chargeback. A cardholder contesting a charge, and the reversal that follows.
- Card verification code, sensitive authentication data. The three or four digits on the card and the other data PCI DSS says you may never store. Explained under the law below.
- FINRA Series 6 and 7. US securities licences; the only board listing requiring them is DXC's.
- Underwriting, premium, policy. The insurance side: the risk decision, the price, the contract.

The rules each account trains you on
The real difference between these accounts and a telco or retail account is the law. Training on a healthcare or financial account spends days on it, and the floor rules it produces, verification scripts, no notes on paper, locked phones, recorded lines, come from the statutes below. Clark Outsourcing's listing says it plainly: "Follow account SOPs, privacy requirements, workflows, scripts, and quality standards." An Acquire team-leader listing for another account lists the same duty: "Ensure the team adheres to data privacy, PCI DSS and confidentiality requirements at all times."
Healthcare: HIPAA and the Data Privacy Act, at the same time
HIPAA is the US Health Insurance Portability and Accountability Act, and its privacy rule reaches a Manila floor because the BPO is what the rule calls a business associate: under 45 CFR 160.103, "a person who: (i) On behalf of such covered entity … creates, receives, maintains, or transmits protected health information". Protected health information is "individually identifiable health information" that is "Transmitted by electronic media; Maintained in electronic media; or Transmitted or maintained in any other form or medium". The working rule on every call is the minimum necessary standard in 45 CFR 164.502(b): a covered entity or business associate "must make reasonable efforts to limit protected health information to the minimum necessary to accomplish the intended purpose of the use, disclosure, or request". Eight of the 39 listings name HIPAA outright, and the rest assume it. In practice: you verify the caller before you say anything about a patient, you read only the fields the task needs, and you never take a record off the system.
Philippine law applies in the same breath. Republic Act 10173, the Data Privacy Act of 2012, approved 15 August 2012, classes information about "health, education, genetic or sexual life of a person" as sensitive personal information in Section 3(l), and Section 20 requires the personal information controller to "implement reasonable and appropriate organizational, physical and technical measures" to protect it. A healthcare agent in Makati is therefore handling the most protected class of data under both countries' law, and a breach is an offence here, not only in the client's country.
Financial: PCI DSS, the FDCPA and KYC
Payment cards bring the Payment Card Industry Data Security Standard. Its glossary defines sensitive authentication data as "Security-related information used to authenticate cardholders and/or authorize payment card transactions", and lists card verification codes, full track data, PINs and PIN blocks. Requirement 3.3.1 of the standard is the one agents feel: that data is not to be retained after a transaction is authorised, even encrypted, which is why a floor that takes card payments has no pens, no paper and often no personal phone, and why many accounts pause the call recording while the number is read.
Collections on a US account brings the Fair Debt Collection Practices Act. Section 1692c of Title 15 fixes the hours: a collector "shall assume that the convenient time for communicating with a consumer is after 8 o'clock antemeridian and before 9 o'clock postmeridian, local time". It bars calls to the consumer "at the consumer's place of employment if the debt collector knows or has reason to know that the consumer's employer prohibits the consumer from receiving such communication", and under subsection (b) the collector "may not communicate, in connection with the collection of any debt, with any person other than the consumer, his attorney, a consumer reporting agency if otherwise permitted by law, the creditor, the attorney of the creditor, or the attorney of the debt collector". The dialler enforces the hours in the consumer's time zone, not yours; the third-party rule is why a collections agent will not confirm to a spouse that a debt exists.
Banking and lending bring Know Your Customer and anti-money laundering checks, which is why Genpact's consumer banking listing names the Certified Anti-Money Laundering Specialist credential and Bill Gosling's fraud seat lives in "KYC documentation". And every financial record is personal information under the Data Privacy Act's Section 3(g), "information … from which the identity of an individual is apparent or can be reasonably and directly ascertained", with government-issued identifiers in the sensitive class.
06 / 08
Shift, setting and the experience bar
Healthcare accounts follow American clinic and payer hours, so 23 of the 39 listings say night shift and the exceptions are early mornings: Clark Outsourcing's home-care seat runs 4:00 AM to 1:00 PM and its Scheduling Specialist 12:00 AM to 9:00 AM Philippine time, which is a US evening and after-hours line. Thirty-three of the 39 are on site. The experience bar is the stiffest in the agent world: 25 of the 39 listings state a length in months or years, and ISTA's standard line is "At least 6 months BPO experience handling a Healthcare Account" or "6 months - 1 year BPO experience in a US Healthcare account". The doors for someone without healthcare experience are narrow but real. ISTA's Customer Service Representative (Back-Office Healthcare Account) asks "A minimum of 6 months BPO experience" and says "Healthcare experience is a PLUS, not required"; its Back-Office CSR, Healthcare Account says "ABA experience is a PLUS, not required". Clark Outsourcing's home-care seat takes a senior high graduate with experience "preferred". SuperStaff's patient intake seat states no years at all. For a first job of any kind, the no-experience article lists which listings are open, and a healthcare account is usually the second account, not the first.
Financial accounts split by client geography. Acquire's financial agent seat and ISTA's loan-processing seat are night shift for US clients; Genpact's Alabang mortgage and collections seats are "Dayshift", the rarest word on the board; Acquire's lending sales seat follows Australian hours. Experience runs higher still: 24 months at Genpact, two years at DXC and SPLACE, three years for the FINRA seat, one year at ISTA with financial experience "a PLUS", and nothing stated at Acquire's agent seat or Bill Gosling's fraud seat, which also promises "extensive paid training" and accepts walk-ins at its Taguig recruitment hub. Education follows the same split: Genpact's mortgage seat is "Open for HS/SHS graduates" while its consumer banking seat lists bachelor's degrees, and DXC asks for a degree "or equivalent combination of education and experience".

What healthcare and financial accounts pay
Start with the baseline. Indeed Philippines puts the customer service representative at 21,223 pesos a month on 37.9 thousand reported salaries, updated 28 September 2026, with an entry-level figure of 22,297 and Taguig the highest-paying city at 23,467. Against that:
- Healthcare customer service representative: 21,540 pesos a month, 941 salaries, updated 28 September 2026, range 16,292 to 28,479, Taguig highest at 23,513. The front-line healthcare premium is 317 pesos, about 1.5 percent, which is to say none.
- Medical biller: 29,110 pesos a month, 371 salaries, updated 22 September 2026, range 18,879 to 44,885, Manila highest at 37,374. The premium is in the back office, a step most healthcare agents can reach in their second year.
- Collection agent: 21,095 pesos a month, 2,000 salaries, updated 27 September 2026, range 13,058 to 34,077. The widest spread of any role here, because collections pay is built on incentives tied to money recovered, and a bad month shows in the base.
- Fraud analyst: 29,218 pesos a month, 107 salaries, updated 24 September 2026, range 17,813 to 47,925.
- Financial representative: 27,290 pesos a month, only 49 salaries, updated 20 September 2026, range 13,204 to 56,400, Taguig at 50,681. A thin sample pulled up by licensed and advisory roles; read it as a ceiling, not an average.
The board confirms the shape and adds what Indeed cannot see. Only 79 of the 596 listings carry any pay text and most of those say "competitive", but ISTA puts "Get a 21K Signing Bonus" in the title of nearly every healthcare and financial seat, and lists "10%-night differential" and an "Attendance Bonus" below. Ten percent is the legal floor: Article 86 of the Labor Code says "Every employee shall be paid a night shift differential of not less than ten percent (10%) of his regular wage for each hour of work performed between ten o'clock in the evening and six o'clock in the morning", and the night differential guide works it through. OutForce BPO shows the experienced ceiling: "Collection Specialist … Up to 65K" for three to five years of commercial collections, "Billing Specialist … Up to P65K", against "Customer Service Representative … UP to 28K" for one to two years of BPO experience. VBP Back Office Solutions in Cebu offers a 50,000-peso sign-on bonus for a senior mortgage broking assistant with three years in Australian financial services.
Read together: the base pay on a healthcare or financial account is the generic agent base, within a few hundred pesos. The account pays its premium three ways. First, through the specialist tier, billing, prior authorization, revenue cycle, fraud, where Indeed's figures jump by 7,000 to 8,000 pesos a month. Second, through the night differential and account incentives, which the call center salary guide prices by role. Third, through signing bonuses when a programme is scaling, which is what a 21K bonus on 19 listings from one employer means. The highest-paying BPO jobs page sets these against the employers at the top of Indeed's table.

Which account to choose
Choose healthcare if you want a documented specialist ladder: eligibility, then authorization, then claims and billing, each with a vocabulary (ICD-10, CPT, EOB, Epic) that travels between employers, which is exactly why ISTA can ask for "healthcare account" experience on 19 listings and expect to find it. Choose financial if you are comfortable with numbers, negotiation and a performance-paid month, and want a collections or fraud seat whose incentives move the pay more than any other entry account. Both run on American hours, both demand accuracy over speed, both put you under two countries' privacy law from the first day of training, and both treat a year on the account as the credential. What each title on the ladder above you does is in BPO job titles explained, and the interview that gets you onto the account is in the call center interview guide.
Common questions
01What is a healthcare account in a BPO?
An account whose client is a US health plan, provider, medical supplier or health software company. On the board on 5 October 2026 there were 39 such listings from 10 employers: 18 front-line patient or member service seats, 14 back-office claims, billing and authorization seats, 2 nursing seats and 5 team leads. Twenty-three say night shift.
02What does a healthcare account agent do all day?
Front line: answer calls from patients, members and providers, verify eligibility and benefits, process orders, referrals or authorizations, and document each contact in the EMR. Back office: work claims and EOBs, chase denials, file appeals, post payments. ISTA's listing names the metrics: attendance, average handle time, quality score and orders processed.
03What is a financial account in a call center?
An account whose client is a bank, card issuer, lender, collections agency, insurer or broker-dealer. The 13 customer-facing seats on the board today cover consumer banking, collections, mortgage and lending, life insurance, loan fraud and loan processing, and six of the leadership listings above them are collections roles. The 102 accounts payable, receivable, bookkeeping and tax listings are finance and accounting back office, a different job.
04Do healthcare or financial accounts pay more than other accounts?
Not at the front line. Indeed Philippines puts a healthcare customer service representative at 21,540 pesos a month against 21,223 for all customer service representatives, and a collection agent at 21,095. The premium is in the specialist tier: medical biller 29,110, fraud analyst 29,218, financial representative 27,290, plus night differential, incentives and signing bonuses such as ISTA's 21K.
05Can a fresh graduate get a healthcare or financial account?
Rarely as a first job. Most healthcare listings want six months to a year of BPO experience and prefer healthcare experience; most financial listings want one to two years. The open doors today are ISTA's back-office healthcare seats, where healthcare experience is "a PLUS, not required", Clark Outsourcing's home-care seat for a senior high graduate, SuperStaff's patient intake seat, Acquire's financial account agent seat, and Bill Gosling's fraud specialist seat with paid training. For a first job of any kind, read the no-experience article first.
06What is HIPAA and why does a call center in Manila have to follow it?
The US health privacy law. A BPO handling patient data for a US client is a business associate under 45 CFR 160.103, which makes it directly responsible for protecting that data and for using only the minimum necessary. The same information is sensitive personal information under the Philippine Data Privacy Act, so two laws apply at once.
07Is a collections account legal to work on from the Philippines?
Yes. The client's law travels with the account: on a US collections account the Fair Debt Collection Practices Act sets the calling hours in the consumer's local time and bars discussing the debt with anyone but the consumer, their lawyer or the creditor, and the dialler and script enforce it. Genpact and iQor both post collections seats and leads in Alabang and Clark today.
Today's healthcare and collections seats are on the job board under healthcare and under collection; the employers behind them are in the customer support directory.
24Sources and methodologyEvery figure on this page carries a source URL, retrieval date, and confidence score
Job-board figures were read live on 5 October 2026 from every page of the public jobs API and are counted as openings via each row's group size, so a role advertised for several sites counts once per opening; the five employment_type tallies sum to the stated 819, and deduplicating by employer and job title gives 549 distinct listings. The board does not tag the client vertical, so the healthcare and financial sets were classified by reading, not by pattern matching alone: a listing joined the healthcare set if its title named healthcare, medical, clinical, patient, dental, nursing, claims, revenue cycle or an HMO, or if its opening lines named a healthcare account, and joined the customer-facing financial set if its title or opening lines named banking, collections, mortgage or lending, life insurance, loan fraud or a financial account. Perk and boilerplate matches were discarded on reading: HMO coverage and health insurance listed as benefits, salary loans, a company's own description of itself as serving financial services, and Genpact's Required Skills taxonomy tags. Excluded by that reading were a company nurse (an internal HR role), an Outbound Claims Specialist that turned out to be legal intake, outbound callers selling software to healthcare agencies, and Bill Gosling's generic agent listings. The role split inside the healthcare set is a title match (lead, supervisor or manager; registered nurse or scribe; back-office, billing, claims, revenue cycle, authorization, case management, research or appeals; everything else front-line) and the word counts across the 39 listings are phrase matches over listing text, so both are floors. Finance and accounting back-office roles were counted by a title match for accountant, bookkeeper, payable, receivable, billing, tax, payroll, treasury, settlements, cash application, loan processor and credit analyst, after removing anything already in the healthcare or financial sets. Counts move through the day as listings fill or are withdrawn, and the named employers and sites illustrate a pattern rather than a guaranteed current vacancy. Employer wording is quoted verbatim from listings as reproduced on the board that day, American spellings included; the two condensed job descriptions are composites written for this article from those listings and are labelled as such. Indeed Philippines figures are all-industry, self-reported averages with their sample sizes and update dates stated; the financial representative figure rests on 49 salaries and is presented as a ceiling. HIPAA and the Fair Debt Collection Practices Act are quoted from the Cornell Legal Information Institute texts of 45 CFR 160.103, 45 CFR 164.502 and 15 U.S.C. 1692c; the Data Privacy Act and the Labor Code from LawPhil; the sensitive authentication data definition from the PCI Security Standards Council glossary, with Requirement 3.3.1 paraphrased rather than quoted because the standard itself sits behind a licence click-through. Floor practices attributed to those laws (no paper, locked phones, paused recordings) are described as what the rules produce in practice and are not sourced to any listing except where one is quoted.
