What Is the BPO Industry?

The BPO industry is the global sector of companies that run other businesses' operations under contract: customer service, technical support, back office processing, and increasingly AI-assisted service work. Its largest delivery hubs are the Philippines and India.

How the industry is structured

The industry took shape in the 1990s when improving telecoms made it practical to run a company's phone support from another country. It grew through waves: first voice support, then non-voice channels (email, chat), then knowledge work such as accounting and healthcare information management. Today the players range from global providers with hundreds of thousands of employees, names like Concentrix, Teleperformance, Accenture, and Foundever, to specialist firms of a few dozen seats serving one niche.

Providers compete on three things: cost, quality against contracted service levels, and increasingly capability, which today means how well they deploy AI alongside people. The current industry-wide shift is exactly that: routine contacts increasingly handled or assisted by AI while human teams take the complex work, changing both pricing models and the skills the industry hires for.

The industry in the Philippines

The Philippines is the industry's customer-service capital, having overtaken India in voice work in the early 2010s. Per IBPAP, the sector earns around US$38 billion a year, employs about 1.8 million people directly, and contributes roughly 8 percent of GDP, with a national roadmap targeting further growth through 2028. Beyond Metro Manila, the industry deliberately spread to provincial hubs (Cebu, Davao, Clark, Iloilo, Bacolod) so growth reaches beyond the capital.

An industry-structure detail outsiders miss: a large share of Philippine BPO work sits in captives, offshore centers owned by the client brand itself (banks and airlines run their own), which compete with third-party providers for the same talent.
