If you are outsourcing to the Philippines in 2026, your shortlist almost certainly starts in a directory. The industry is too large to browse, $40 billion in 2025 revenue across an ecosystem employing 1.9 million people, so the real question is not whether to use a directory but which one, and how much of its ordering to trust. This page lists the five directories buyers actually use, then applies the same two tests to each.

The two tests

Test 1, reproducibility. Does the directory publish its scoring weights, so that you could recompute a provider's rank from stated inputs? A methodology page that says "weights are assigned" without stating them fails this test.

Test 2, paid placement. Can a provider pay to appear higher, and if sponsorship exists, is it labelled and separable from the organic order?

The five directories

Outsource Accelerator

The widest index of Philippine providers and the incumbent most buyers meet first. Breadth is a genuine advantage for discovery. On Test 1: a methodology page and an OA500 whitepaper exist and state that weights are assigned to metrics, but the weights themselves are not published, so a rank cannot be reproduced by a reader. Use it to widen a longlist.

BPO AI (this site)

Smaller index, focused on verification: registration, live Google ratings, and an AI-readiness score with published point values, five axes totalling 100 points (Digital Presence 20, AI Tooling 25, Staff Training 25, Outcome Proof 20, Governance 10). On Test 1 the ranking is reproducible. On Test 2, tiers cannot be bought and sponsored placements are labelled; how sponsorship affects sort order is not yet published, which is a gap we state rather than hide.

Clutch

Strong for verified client interviews, reviewers are called and transcripts published. The Philippine BPO category is well populated, but rankings mix sponsorship with review scores and the sort logic is not reproducible from published weights. Use it to read real client accounts, not to trust the order.

GoodFirms

Similar model to Clutch with lighter review verification. Useful as a cross-check that a provider exists and has clients; not as an ordering.

IBPAP member directory

The industry association's own list. Membership signals a provider large and formal enough to join the body that reports the industry's $40B results, a useful existence-and-scale check, with no ranking at all to misread.
