Job Summary
The Project Manager / Project In Charge is responsible for planning, coordinating, monitoring, and governing multiple facilities, construction, fit-out, and CAPEX projects across the organization. This role ensures that projects are delivered on time, within budget, and in accordance with approved scope, quality standards, and organizational objectives.
The position serves as the central point of coordination for project execution, stakeholder communication, project governance, and reporting while maintaining visibility over all active, ongoing, and pipeline projects. The Project Manager also oversees project documentation, contractor performance, risk management, and continuous process improvement to ensure successful project delivery.
Key Responsibilities
- Oversee the planning, execution, monitoring, and completion of multiple construction, fit-out, facilities, and CAPEX projects.
- Maintain visibility of all active, ongoing, and pipeline projects across the organization.
- Ensure each project has clearly assigned owners, defined timelines, milestones, budgets, and updated status reports.
- Develop, monitor, and maintain project schedules, work plans, and implementation timelines.
- Track project progress and proactively identify delays, risks, issues, and activities requiring escalation.
- Coordinate with project owners, business stakeholders, contractors, consultants, landlords, and cross-functional teams to ensure timely project execution.
- Manage project budgets and monitor CAPEX utilization, approvals, and implementation progress.
- Coordinate with Finance, the CAPEX Committee, Procurement, and other stakeholders to ensure alignment on project funding and approvals.
- Prepare and review project scopes, cost estimates, Bills of Quantities (BOQ), technical specifications, contractor quotations, and project documentation.
- Supervise contractors and vendors to ensure compliance with approved plans, quality standards, safety requirements, and project schedules.
- Conduct site inspections, quality assurance/quality control (QA/QC), punch listing, commissioning, project turnover, and close-out activities.
- Maintain and update the organization's Project List and CAPEX Tracker with accurate project information.
- Validate project records, including completion percentages, milestone achievements, target dates, budgets, and risk assessments.
- Follow up on overdue deliverables, unresolved action items, and inactive projects.
- Consolidate project updates into executive dashboards, management reports, and project summaries.
- Prepare weekly project monitoring reports, monthly executive dashboards, escalation reports, and risk summaries.
- Ensure project dashboards accurately reflect current project status and performance metrics.
- Maintain escalation logs, governance records, action trackers, and project documentation repositories.
- Standardize project reporting templates, governance documentation, and monitoring processes.
- Promote compliance with project governance standards, organizational policies, local building regulations, and occupational safety requirements.
- Coordinate with IT and automation teams to improve project monitoring systems, reporting accuracy, and workflow efficiency.
- Support internal and external audits by maintaining complete and organized project documentation.
- Recommend continuous improvements to project management, governance, reporting methodologies, and operational processes.
- Collaborate closely with Finance, IT, HR, Facilities, Administration, Security, Operations, contractors, consultants, and external agencies to ensure successful project delivery.
Qualifications
- Bachelor's Degree in Civil Engineering, Electrical Engineering, Mechanical Engineering, Architecture, Construction Management, Project Management, or a related discipline.
- Professional license (PRC) is preferred. Licensed Civil Engineer or Electrical Engineer is an advantage.
- Minimum of 3–5 years of experience in project management, construction management, facilities engineering, commercial office fit-outs, BPO fit-out projects, or a related field.
- Proven experience managing end-to-end construction or fit-out projects, including planning, execution, monitoring, commissioning, turnover, and project close-out.
- Strong understanding of project management methodologies, governance practices, and project lifecycle management.
- Experience managing project trackers, dashboards, executive reporting, and CAPEX projects.
- Strong knowledge of construction methodologies, architectural finishes, and MEPF systems (Mechanical, Electrical, Plumbing, and Fire Protection), HVAC, UPS, FDAS, structured cabling, and building systems.
- Experience coordinating with landlords, contractors, consultants, government agencies, and internal stakeholders.
- Knowledge of local building codes, fire and life safety regulations, PEZA requirements (where applicable), and occupational safety standards.
- Ability to prepare and review project schedules, cost estimates, scopes of work, Bills of Quantities (BOQ), technical specifications, and contractor quotations.
- Experience in contractor supervision, quality assurance/quality control (QA/QC), punch listing, commissioning, and project turnover.
- Proficiency in Microsoft Office Suite (Excel, PowerPoint, Word), AutoCAD, Microsoft Project, Smartsheet, Jira, Monday.com, Asana, or similar project management tools.
- Strong analytical, organizational, planning, and problem-solving skills.
- Excellent communication, negotiation, and stakeholder management abilities.
- Ability to manage multiple projects simultaneously in a fast-paced environment.
- High attention to detail with excellent documentation and reporting skills.
- Willing to travel between project sites and work during off-hours, weekends, or maintenance windows when required.
